Job Description:

L3Harris is seeking a highly experienced and dynamic Deputy Program Manager (PM) to assist the Program Manager to lead the Resilient Missile Warning/Missile Tracking (Resilient MWT) Medium Earth Orbit (MEO) program. The Deputy PM will support the PM in overseeing the execution and delivery of the MEO Ground system, merging MEO Epoch 1 and Epoch 2 into a unified ground system. The Deputy PM will dual hat as the Transition Manager. This role requires a strategic leader with extensive experience in program management, aerospace, and defense systems.  The Deputy PM will support the PM in Directing all phases of program from inception through completion and is responsible for the cost, schedule and technical performance. The Deputy PM will support the PM and Contracting Officer in the negotiation of contract and contract changes. The Deputy PM will support preparation of proposals and performance Statement of Work (SOW).  The Deputy PM will also interface with the customer contact for program activities, program review sessions and to discuss cost, schedule, and technical performance.

Essential Functions:

  • Support the PM to lead and manage the Resilient MWT MEO GMI program, ensuring successful execution and delivery of all phases.
  • Support the PM to lead and manage the execution and delivery of a large, complex ground system for a DoD Space program.
  • Oversee all program activities, including planning, execution, monitoring, and control to ensure successful delivery within scope, schedule, and budget.
  • Develop and maintain strong relationships with key stakeholders, including government customers, contractors, and subcontractors.
  • Support all program meetings and reviews with the Government team, ensuring alignment with program objectives and requirements.
  • Support Coordination and conduct program kickoff meetings, baseline reviews, and quarterly program management reviews (QPMRs).
  • Prepare and deliver program status reports, including risks, opportunities, mitigations, schedule performance, contract status, earned value management, and technical performance measures (TPM).
  • Ensure compliance with all contractual requirements, industry standards, and regulations.
  • Provide leadership and direction to the program team, fostering a collaborative and high-performance work environment.
  • Manage program risks and opportunities, developing and implementing mitigation strategies as needed.
  • Oversee the development and delivery of key program deliverables, including integrated master schedules (IMS), cost and software data reports (CSDR), and technical data reports.
  • Ensure effective communication and coordination with all program stakeholders, including technical interchange meetings (TIMs) and technical status reviews (TSRs).
  • Support the development and execution of a Product Support Analysis Plan (PSAP) and other program documentation as required.
  • Ensure the program meets all cybersecurity and risk management requirements.
  • Manage program budget, resources, and personnel, ensuring optimal allocation and utilization.
  • Mentor and develop program team members, providing guidance and support to achieve program goals.
  • Travel may be required up to 15%.

Qualifications:

  • Bachelor's degree in Engineering, Business, or a related field with a minimum of 9 year’s experience in program management, with a focus on aerospace and defense systems; Master's degree in Engineering, Business, or a related field with a minimum of 7 year’s experience in program management, with a focus on aerospace and defense systems.
  • Active TS/SCI clearance.

Preferred Additional Skills:

  • Direct experience implementing Satellite Vehicle ground stations.
  • Familiarity with the Boulder Tap Lab or MSOC.
  • Proven track record of successfully managing large-scale, complex programs, preferably within the DoD or space sector.
  • Strong understanding of ground systems, satellite operations, and space program requirements.
  • Excellent leadership, communication, and interpersonal skills.
  • Proficiency in program management software and tools.
  • Strong understanding of industry standards, regulations, and best practices.
  • Demonstrated ability to manage program risks and opportunities effectively.
  • Experience with earned value management (EVM) and integrated master schedules (IMS).
  • Strong problem-solving skills and the ability to think strategically.
  • Ability to work effectively in a fast-paced, dynamic environment.

In compliance with pay transparency requirements, the salary range for this role in the Greater Denver, is [$125,000-$232,000]. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
