Job Description:
We are seeking a skilled and experienced Senior Specialist Program Manager to join our team. The ideal candidate will have extensive program management experience managing both development and production programs, using earned value management (EVM), and managing profit and loss centers. The Senior Specialist, Program Manager is responsible for successful completion of assigned programs, which includes management of all assigned resources to ensure contractual requirements are well defined, universally understood, and compliant to achieve program objectives. The program manager is responsible for overall program performance including meeting all delivery dates on time and within budget. This role requires a strategic thinker with excellent leadership, communication, and analytical skills.
Essential Functions:
- Lead and own all phases of assigned programs from capture transition through execution, delivery, and closeout and manage program performance across cost, schedule, technical execution, quality, and customer satisfaction
- Serve as the primary point of contact for customers, partners, suppliers, and internal stakeholders
- Develop and maintain integrated program plans, including milestones, staffing, financial forecasts, and risk mitigation strategies
- Ensure compliance with contractual obligations, company policies, and applicable regulatory requirements
- Drive program reviews, including internal management reviews and customer-facing status reviews
- Identify, assess, and manage program risks and opportunities; implement mitigation and recovery plans as needed
- Partner with engineering, operations, finance, contracts, supply chain, quality, and business development to achieve program objectives
- Monitor and manage program financials, including bookings, revenue, margin, cash flow, EACs, and EVM variance analysis
- Lead change management activities, including scope changes, contract modifications, and baseline updates
- Support new business activities as needed, including proposal development, basis of estimate reviews, and transition to execution
- Mentor junior program managers and contribute to continuous improvement initiatives across the organization
Qualifications:
- Bachelor’s degree in and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. Degree to be in Engineering, Business or related field.
- 6 years of prior relevant experience managing customer relationships in a defense, aerospace, government, or highly regulated industry for minimum of 4 years.
- Ability to obtain and/or maintain a U.S. security clearance (secret)
Preferred Additional Skills:
- Master’s degree in business, engineering, program management, or related discipline
- Demonstrated experience leading complex, cross-functional programs containing significant non-recurring engineering (NRE) effort with responsibility for cost, schedule, and technical performance.
- Strong financial acumen, including forecasting, budgeting, and earned value or similar program performance management tools
- Experience with risk and opportunity management, contract execution, and program lifecycle processes
- Strong written, verbal, and presentation communication skills
- PMP, PgMP, or equivalent program/project management certification
- Familiarity with FAR/DFARS, contract types, and government procurement environments
- MS Project experience is highly desirable.
- Experience with manufacturing of telemetry equipment and or electronic components
- Active Secret Security Clearance
