The Senior Specialist, Control Account Manager (CAM) / Material Estimator plans, schedules and monitors the cost accounts for material supply chain scope, acting as the control account manager (CAM). This role also supports the proposal material estimating function by providing expert research and analysis, comprehensive, and accurate estimation of total material costs required for material in response to our customer proposals.

Essential Functions:
- Work with Material Management and proposal teams to develop priced CML’s in accordance with proposal Work Breakdown Structures (WBS); Submit RFQ’s to suppliers to develop CML pricing
- Import and/or develop structures to reflect proposal material and/or labor requirements
- Maintain top level knowledge of commodities and supplier interactions
- Utilize Material Requirements Planning (MRP) to determine material requirements and cost information.
- Analyze priced data to ensure integrity and cost objectives are in alignment with proposal objectives
- Gather, analyze and effectively present and communicate data and information including the formatting and submittal of pricing packages to proposal teams
- Develop a financial forecast for material with no oversight. Understand the link between financial forecast and earned value management (EVMS). Participate in estimate to complete (EAC) reviews with finance and program management (EAC/ETC).
- Analyze actual material cost and performance against the planned and proposed outcomes
- Maintains program material cost, delivery and baseline including change requests
- Uphold internal and external policies, regulations and laws (Federal Acquisition Regulations, Sarbanes/Oxley compliance, etc.)
Required Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Ability to obtain Secret level security clearance.
Preferred Additional Skills:
- Ability to work independently, prioritize, manage multiple projects simultaneously and be self-motivated.
- Experience in analyzing quotes
- Experience and understanding of Bill of Materials
- Proficient in excel
- Excellent communication and follow-up skills
- Knowledge of systems and functional processes such as procurement, small business, FAR to include understanding general governing documents, FAR, TINA requirements
- Ability to conduct analytical review large pricing datasets
- Current Secret level clearance
