Job Description:
The selected candidate will be responsible for all facets of contract formation and administration including proposal preparation, fact-finding, negotiation and definitization of assigned US Government contracts and Prime contracts.
Responsibilties Include:
- Interaction with external customers, internal Program Management office and functional departments.
- Protecting the interest of the company by understanding and interpreting contractual terms and conditions.
- Using working knowledge of Government regulations including the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) and other agency regulations.
- Managing the order entry and contract review process of assigned programs, including customer POs, solicitations, proposal development, contract change control process and overall administration.
Essential Functions:
- Reviews customer RFQs and contract T&Cs and advise program and contracts leadership on contractual rights and obligations. Identifies contractual issues; analyzes impact & ramifications; and evaluates and recommends alternative solutions consistent with company policies and procedures, applicable laws and regulations, and sound business judgment.
- Maintains an in-depth familiarity with all details of assigned contracts, including cost, price, delivery/milestone commitments, payment terms, intellectual property, profit/fee, change status and restrictive clauses. Maximize profit and cash flow while minimizing risks during contract negotiation.
- Close interaction with external customers and internal program management office.
- Responsible for proposal preparation, contract negotiation and contract administration of assigned contracts/programs. Serves as the official repository for all contractual documentation and correspondence relative to assigned contracts.
- Serves as the primary communication conduit between L3Harris and the respective customers.
- Provides proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Maintains historical information for assigned contracts.
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior contracts experience. Graduate Degree and a minimum of 4 years of prior contracts experience. In lieu of a degree, minimum of 10 years of prior contracts experience.
Preferred Additional Skills:
- BA/BS in a business or related field with 6+ years of experience administering defense contracts.
- Master’s Degree/MBA is a plus
- Direct experience working with FAR, DFARS, TINA, ITAR, EAR, CAS .
- Working knowledge of Microsoft Office (Word, Excel, Powerpoint, etc.).
- Master’s Degree/MBA is a plus
- Demonstrated business acumen/finance experience.
- Must possess strong analytical, presentation, written communication and interpersonal skills.
- NCMA professional certifications (CPCM, CFCM, etc) are a strong plus
- Experience with OTA’s
- DoD Secret security clearance or higher.
