Job Description:
We are seeking a highly motivated and detail-oriented high level Alternate Facility Security Officer (AFSO)/Alternate Contractor Program Security Officer (ACPSO) to join our Security Team. The individual will assist the Manager of Industrial Security and Contractor Program Security Officer (CPSO) with all aspects of management, administration, and coordination of industrial security programs and other security activities to ensure compliance with government and company security policies and procedures. Perform duties of assistant security manager for all programs within Ashburn facility.
Essential Functions:
• Administer and coordinate security activities in accordance with company policies and federal regulations for safeguarding National Security Information.
• Develop, implement, and manage Standard Practices and Procedures, and visitor control procedures compliant with 32 CFR Part 117 NISPOM Rule.
• Maintain combination records and respond to alarms as necessary.
• Oversee facility DISS/NBIS accounts and participate in the utilization/upkeep of SIMS.
• Provide security briefings and training to new employees and participate in corporate-wide security education programs.
• Conduct Security Education and training for all aspects of the security program.
• Perform random Entry/Exit inspections.
• Prepare and review DD254s.
• Participate in security self-assessment initiatives and perform COMSEC custodian duties.
• Support global travel security program initiatives and government reporting activities.
• Ability to work independently and as part of a team, representing the company on projects.
• Knowledge of ICD 705 Tech Specs.
• Strong knowledge of security regulations and best practices, including 32 CFR 117 (NISPOM), Intelligence Community Directives (ICDs), Special Access Program (SAP) directives and other governing directives, as applicable.
• Experience with DISS/NISS, SIMS software, and general understanding of access control systems.
• Excellent verbal and electronic communication skills.
• Must possess at least a Secret U.S. government security clearance upgradable to Top-Secret.
• High School degree or GED Equivalency required; higher education preferred.
• At least one year of relevant experience required, three years preferred.
• Must complete, or have completed, FSO Program Management for Possessing Facilities Curriculum.
• Strong interpersonal and collaborative skills and superior attention to detail.
• Ability to obtain and maintain Top Secret clearance and any additional clearances as required.
• Ability to lift up to 20 lbs.
• Up to 10% travel may be required.
• Performs other duties as required and assigned by leadership.
Qualifications:
• Active DoD Top Secret clearance, updated within the last 5 years, with the ability to obtain SCI and other accesses.
• Bachelor’s Degree and minimum 6 years of prior relevant experience.
• Graduate Degree and a minimum of 4 years of prior related experience.
• In lieu of a degree, minimum of 10 years of prior related experience.
Preferred Additional Skills:
• Experience in Collateral environments and Special Access Programs (SAPs).
• Proficient in Microsoft Office Suite.
• Experience with access control/visit control/badge management systems and software.
• Experience with security onboarding of new hires and conducting briefings.
• Knowledge of Foreign Travel Requirements.
• Well versed in 32 CFR Part 117 and DoDM 5205.07 and ICD 705.
• Demonstrate basic organizational, decision-making, and problem-solving skills.
• Well versed in risk management, mitigation, and customer service.
• Excellent written and verbal presentation skills.
