Job Description:

The Principal Technical Specialist, Trade Compliance is a full-time position supporting jurisdictions and classification (J/C) determinations in accordance with US Government regulations as required to support the L3Harris enterprise.  Responsibilities include, but not limited to, J/C and harmonized tariff schedule (HTS) determinations, support in the creation and deployment of J/C related training, support of Trade Compliance Engineering Council activities. This position is onsite at a L3Harris’ facility in Arlington, VA. In addition to the responsibilities and qualifications described below, the successful candidate must efficiently and effectively manage workload in a fast-paced environment.

 

Essential Functions:

  • Conduct classification reviews of hardware, software and export-controlled information (ECI) for export J/C (under US Regulatory regimes: ITAR and EAR) and import Schedule B and HTS (US Census and US Customs)
  • Support that drafting and review process of export Commodity Jurisdiction (CJ) and Commodity Classification Requests (CCR/CCATs)
  • Provide export classification support for licensing, agreement applications, and international shipments for CHQ
  • Develop and provide J/C training to all categories of trade professionals and engineers
  • Review supplier and OEM classifications
  • Assist engineering teams with "design for export" concepts.
  • Oversee recordkeeping for jurisdiction and classification determinations in line with regulations and L3Harris policy.
  • Review and approve transfers of export-controlled information to international and Non-US parties
  • Review and approve L3Harris information to be placed in the public domain
  • Support the creation of reports and metrics pertaining to various elements of the export/import activity within the enterprise
  • Participate in the planning and execution of Trade Compliance audits and assessments
  • Perform other duties and responsibilities as required

 

 

Qualifications:

  • Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
  • Able to obtain and maintain a U.S. DoD Security clearance

 

Preferred Additional Skills:

  • Full working knowledge of ITAR, EAR, and Customs regulations with specific experience in ITAR/EAR jurisdiction and classification analysis and order of review.
  • Effective interpersonal and communication skills and the ability to interface with personnel at all levels, both verbally and in writing.
  • Advanced organizational skills and the ability to effectively coordinate simultaneous activities, and successfully prioritize multiple tasks with good judgment.
  • Perform duties with minimum supervision, and participate in cross-functional projects as needed
  • Exhibits a high level of integrity and discretion.
  • Prior experience with USG regulator
  • Familiarity with LO/CLO and Anti-Tamper requirements
  • Experience with Descartes/OCR EASE Commodity Classification Module
  • Willingness to travel if required
  • Specially Designed Subject Matter Expert

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $103,000-$191,000. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $118,000-$219,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
