Job Description:
The Senior Manager, Operations serves as the strategic and operational leader for site-wide manufacturing operations at Power Systems Anaheim, accountable for Safety, Quality, Delivery, Cost, and People outcomes across multiple electromechanical assembly and test value streams supporting complex maritime portfolios. This role owns long-range operations strategy, capacity planning, capital investments, and organizational development while driving Lean transformation and predictable program execution. The Senior Manager partners closely with Program Management, Engineering, Supply Chain/Materials, Quality, Test, and Manufacturing Engineering leadership to ensure operational readiness, manufacturability, and schedule/cost performance for new and existing maritime programs. This leader represents Operations in executive and customer reviews, orchestrates performance recovery when needed, and builds a high-performance organization capable of scaling for future growth.
Essential Functions:
Strategic Leadership & Planning
- Develops and executes the site operations strategy aligned to business objectives, portfolio forecasts, and customer commitments across multiple maritime programs.
- Owns SIOP/IBP (Sales, Inventory & Operations Planning / Integrated Business Planning) for the site, including capacity modeling, staffing plans, and multi-year capital investment roadmaps.
- Defines factory footprint, value-stream design, and organizational structure to enable flow, scalability, and cost competitiveness.
Operational Performance & Accountability
- Owns end-to-end operational metrics (Safety, Quality, Delivery, Cost, Throughput) and establishes a tiered daily management system with clear KPIs and escalation routines.
- Ensures predictable schedule adherence, OTD, yield, WIP control, and labor and material efficiency across assembly and test operations.
- Leads constraint management and performance recovery to safeguard customer commitments.
Lean Transformation & Continuous Improvement
- Leads site-level Lean transformation including value stream mapping, standard work, takt-based planning, 5S, SMED, and factory layout optimization.
- Establishes continuous improvement governance (Kaizen, A3 problem solving, cost-out initiatives) that improves flow, cost, and schedule performance.
- Sponsors automation, MES improvements, and test optimization to enhance throughput and reduce variability.
Cross-Functional & Customer Interface
- Represents Operations in executive and customer-facing reviews and leads cross-functional performance improvement strategies.
- Partners with Program Management on risk mitigation, readiness reviews, and key program milestones.
- Drives NPI readiness through DFM/DFA, process validation, configuration control, and transitions to full-rate production.
People Leadership & Culture
- Develops managers and senior supervisors across Production, Manufacturing Engineering, Quality, EH&S, and Test.
- Builds succession plans and a scalable operations organization to support long-term growth.
- Fosters a culture of safety, accountability, and continuous improvement across all operating areas.
Financial Stewardship & Compliance
- Owns operational budgets, cost management, and capital planning; delivers measurable cost improvements through Lean and productivity strategies.
- Ensures compliance with government, customer, and quality system requirements while maintaining audit readiness.
- Implements strong governance for data integrity, traceability, and configuration management across production and tests.
Qualifications:
- Bachelor's degree in Engineering, Operations, Supply Chain, Business, or related field with a minimum of 12 years of prior related experience. Graduate degree (MBA or MS) preferred with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- 12–15+ years of progressive operations leadership in electromechanical assembly and test; maritime/defense experience preferred.
- Demonstrated success leading multi-value-stream operations, including managers and cross-functional leaders.
- Advanced expertise in Lean transformation and factory flow optimization.
- Proven track record in delivering predictable schedule, cost, quality, and throughput performance.
- Executive-level communication skills and experience leading customer and executive reviews.
- Strong proficiency with ERP/MRP systems, SIOP/IBP processes, and performance management.
Preferred Additional Skills:
- Lean/Six Sigma certifications desirable.
In compliance with pay transparency requirements, the salary range for this role in California is $126,000- $234,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
