Job Description:

  • Overall Summary:
    • Experienced professional with practical knowledge of Proposal Management and Program Life Cycle with a focus on Planning/Proposal Phase.
      • Works under moderate supervision to execute set objectives.
      • Communicates with internal and external stakeholders to explain and interpret operational processes, practices, and procedures.  Identifies and addresses changes.
      • Works to achieve operational targets.
  • Planning/Proposal Focus:
    • Plans, manages, coordinates, and supervises the preparation and submittal of proposals for new business opportunities in response to customer solicitations, according to established deadlines, guidelines, and standards.
    • Supports all proposal activities during proposal planning, preparation and post-submittal phases, including coordination with other sites' Primes and Subcontractors.
    • Develops schedules for meeting customer proposal/ROM requirements, provides update, monitors and reports status.
    • Ensures proposal compliance with solicitation requirements.
    • Guides and implements proposal development strategy.
    • Responsible for working directly with Business Development Managers, Program Managers, Contracts, Engineering and Finance by supporting the development, writing, and editing of proposals.
    • Ensures that the proposal process is run through Gate/Milestone reviews, and that proper pre-planning sessions are scheduled and implemented.
    • Reviews/rewrites, edits proposal inputs and coordinates with technical personnel to ensure accuracy. 
    • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
    • Under direction of the program leads and management, creates or edits new portions of content for specific RFP’s.
    • Coordinates price review and activities and participates in fact-finding meetings.
    • Participates in should-cost and pricing reviews with management and customer representatives.
    • May require working with multiple business areas and all areas of the organization to create compelling proposals that effectively present solutions to meet the needs of our clients and prospects.
    • Travels as needed by the customer.

 

Essential Functions: 

  • Maintains technical/grammatical accuracy of baseline content and outlines RFP’s, including creating compliance matrices.
  • Handles all administrative functions including final proposal production, reprographics, binding and finishing of document(s). Coordinates final book check process and ensures proposals are delivered within designated timeline. 
  • Works under moderate supervision. Works with limited management oversite on moderately complex projects or assignments. Sets objectives to meet the goals of projects and assignments. May provide guidance and assistance to entry level professionals and/or support level employees.
  • Work consists of making basic adjustments to systems and processes to solve problems. Identifies, defines and addresses general problems. Problems are typically solved through drawing from prior experiences or standard procedures and basic analysis.
  • Works to achieve operational targets with some impact on department results. Contributes to the completion of milestones associated with specific projects and assignments.

 

Qualifications: 

  • Bachelor’s Degree and a minimum of 6 years of prior related experience. 
  • Graduate Degree and a minimum of 4 years of prior related experience.
  • In lieu of a degree, minimum of 10 years of prior related experience. 
  • Experience with program & proposal management, proposal planning and/or DoW programs. 
  • Administrative tasks experience

Preferred Additional Skills:

  • Knowledgeable of proposal development process for winning federal and foreign government proposals.
  • Experience with integrated proposal scheduling.
  • Experience with Project life cycle and Planning
  • Advanced MS Word, PowerPoint, and Excel skills. 

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is   Min $106,500.00 - $197,500.00 Max. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
