Job Description:
This role manages large, complex procurements, projects, and processes that can be inside or outside of their immediate job area. The Lead, Subcontracts is typically responsible for managing multiple Government procurements in support of multiple Government Programs which includes explaining, interpreting, communicating and achieving cooperation on policies, procedures and practices with internal and external customers.
This position requires following established procedures and policies to perform assigned tasks and provides input that have measurable impact on the achievement of overall function or business results. It requires use and/or application of supply chain/procurement principles, theories, and concepts learned from prior experiences with the analysis of the issues.
Essential Functions:
- Subcontract Strategy Formulation: Develop and execute subcontract strategies to align with program and organizational objectives, while effectively managing risks and ensuring compliance with procurement policies.
- Contract Negotiation and Management: Lead negotiations to establish subcontract agreements with favorable terms and conditions. Manage contracts throughout their lifecycle, ensuring all parties adhere to agreed terms.
- Performance Oversight and Evaluation: Monitor and evaluate subcontractor performance using defined metrics. Conduct regular reviews and audits to ensure subcontractors meet delivery schedules, quality standards, and cost requirements.
- Collaboration and Communication: Collaborate with cross-functional teams, such as engineering, finance, and program management, to ensure subcontract requirements are clearly understood and support program needs.
- Risk Identification and Mitigation: Identify potential risks associated with subcontracting activities. Develop and implement risk mitigation strategies to address these risks, minimizing impact on project delivery and costs.
- Ability to travel up to 25-30%. International IST requires ability to travel internationally, deal with currency exchange and trade compliance for licenses.
- Ability to obtain a US LEVEL security clearance
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant subcontracts experience or a Graduate Degree and a minimum of 7 years of prior related subcontracts experience. In lieu of a degree, minimum of 13 years of prior related subcontracts experience.
Preferred Additional Skills:
- Knowledge of supply chain management, lean manufacturing, assembly and ATP processes.
- Communication skills, self-motivation, strong leadership skills, and interpreting program management, engineering and supplier demands in a continuously changing environment with minimal guidance.
- Working capability in the use of typical office computer programs for conduct of program management such as MS PowerPoint (presentations, logic diagrams), MS Project (basic scheduling), MS Excel (entering formulas, graphing, developing spreadsheets), and MS Word (tables, program plans).
- Experience in supporting supplier contracts above the TINA ($2.5M) with minimal guidance.
In compliance with pay transparency requirements, the salary range for this role in the Greater D.C. area is $110,000 - $205,000. The salary range for this role in Virginia outside the Greater D.C. area is $95,500 - $177,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is [$USA2 MIN - $USA2 MAX].
